Just had a read on SS…..something I usually refrain from doing as there are too many misinformed people bestowing there misinformation on the Ural community……..usually with the best of intentions. Eg. “Idle is adjusted with the throttle stop screw” on the Gen II……..total rubbish.
The function of the stop screw is to prevent the butterfly resting on the alloy throttle body and wearing into it. In most EFI cases this is set on assembly to either zero opening or a “less than idle” opening. The Idle stepper, controlled by the ECU, is what adjusts the air flow at idle. On the Gen II the steppers are NOT adjusted individually as also stated on SS…….the ECU has no way of knowing the individual air flow of both cylinders.
The throttle stop screws CAN be adjusted if necessary ( it rarely is, and I have done it many times on idle air bypass systems) but unless you are replacing butterflies and are well known to be a “pedantic” leave them alone.
The click and whirring on start up that you here is the stepper motors going through their full open to closed cycle which keeps them clean and sets the starting position and idle depending on engine temp.

Yes, there is a significant amount of irrelevant information in there. AFAIK there is NO idle adjustment screw. Only one with a do not touch paint blob on it. The 2023 can only be balanced via the tension in the throttle cable. Regarding the SS post. Second last entry on page 1 by "Windmill" struck me as a plausible description of how they worked.
In Mcmartys case, he reports not hearing the stepper motors.
