I have had a 2022 Ural since new, it has always had this problem, power is fine up to about 80kmh then it takes a while to get to a top speed of about 95kmh. I have ridden a mates 2022 machine and they are chalk and cheese. here are some of the things I have tried. Runs on 98 fuel, occasionally 95. New fuel pump “Reflashed” the ECU Swapped the ECU on my mates bike New plugs New air filter Removed the muffler. Disconnected the vacuum tube to the exhaust butterfly at the front of the muffler. Used some “Fuel Doctor” a couple of times The throttle bodies are balanced Throttle bodies are at the stops at full throttle. Injectors cleaned by the dealer.
All of these actions resulted in no difference to the performance.
Anyone have any constructive thoughts?

Does the bike roll freely?
Where are you ?
Actually your listed symptoms would seem quite normal if you didn’t know there was a fourth gear…..! Sorry, I could not help myself with that one. 🤣🤣🤣

Why I ask for comps.
From information so far, There are two main possibilities if problem has been from NEW.
Good comps. Timing pickup in flywheel could be wrongly positioned.
Poor comps, Cam timing a tooth out.

How many Km's ?? Assume you are talking about solo unloaded use? Has anything been modified from standard??

Unless he has done 20,000k's it might be best to let the warranty look after it?
Back to Mat and Claire is my advice considering it has been doing this since new.

Regardless of km’s or if it is under warranty Bozo has checked a bunch of things that all could be causes but possibly not in the right order. Diagnosis is all about fundamentals followed by elimination of possible causes, hopefully with some product knowledge and sometimes with a bit of luck thrown in. I have a love hate relationship with these challenges. After lots of discussions with Andy, I think he does as well. A number of times I have found symptoms to have multiple issues combining to cause effect…….these are the hate part.

Hot compression is 165 psi both sides Checked timing gears at TDC, spot on 15,000 km Doesn't matter loaded or not same top speed of about 90 / 95kmh Matt is in the loop and doing his best to get info from Ural US, however suggestions so far have not made any difference, will be talking to him once he gets back from holidays about where to from here. getting very frustrating! it feels like “limp mode” The spark plugs look the same as my mates 2022 machine which runs perfectly. Still got a year to go on warranty. It was back at the local dealers to have the ECU reflashed 10 days ago, no apparent issues showed up on the computer. The bike rolls perfectly. I am in the South West of WA.

Thanks for the update Bozo, sorry you are having such issues. 165psi eliminates quite a few possibilities.
Was the TDC pickup insert in the flywheel? I have not yet looked at mine to know what it is……..I am only familiar with car types but assume it would be an insert. I would assume a crank angle sensor code would be present if something is wrong there anyway.
Does the bike run right up to 80-85kph in 3rd gear ? Have you checked all the cats for free flow ?
Geez, you are really starting to stretch my diagnostic “distance affected” skills now…..🤣
